Preheat oven to 350℉. Grease bottom and sides of 13" x 9" pan with unsalted butter.
Over a mixing bowl, sift cake mix with a sifter.
Combine 1 cup of water, ½ cup of vegetable oil, and 3 eggs with the sifted cake mix and stir well until all lumps are removed.
Pour cake mix into greased pan.
Bake in oven for approximately 30 minutes or until toothpick inserted in center comes out clean.
As soon as the cake comes out the oven, poke holes in cake with the end of a wooden spoon.
Pour a can of sweetened condensed milk on top of the cake concentrating majority of it in the holes, followed by the caramel topping.
Allow cake to complete cool in refrigerator.
While cake is cooling, crush heath bars in a ziploc bag.
Once cake it cool, spread cool whip over the top of the cake. Then sprinkle crushed heath bars on top.
